[neutron]After update neutron-lbaas, How to not restart neutron-server to let new neutron-lbaas code work?

Hi, I modified neutron-lbaas load balancer code to support our special need. I have updated neutron-lbaas code in the controller node. But i don't want to restart neutron-server in case the customer's business was interrupted. How can i let netron-lbaas code work in the case of not restarting neutrn-sever in controller node? -- Best! ZhengYu！
