I'm thinking about the deployment in non-internet environment.

As we know Kolla has already prepared docker registry and kolla-build to let user can create local registry for deployment. But there's still have two problem about non-internet deployment.

1. Docker-ce repository.

2. Pip repository. 

(Also having others perhaps.)

Does Kolla planning to support non-internet deployment? I would like to do this if possible.
