OpenVPN isn't an OpenStack project. Have you tried asking on the OpenVPN Users mailing list? https://sourceforge.net/projects/openvpn/lists/openvpn-users

That says it's for Alma Linux, not RHEL. From what I understand, Alma uses different compiler options and has a different set of supported processor subarchitectures/flags, so I wouldn't assume kernel modules compiled for it will work on RHEL unless OpenVPN's documentation says it will. -- Jeremy Stanley
