[openstack-ansible][horizon][keystone] multidomain - LDAP admins unable to see Horizon Admin Dashboard

Hi, I have a multi-domain setup (LDAP and Default) and while LDAP users can see the Projects and Identity tabs in the Horizon dashboard, they can't see the Admin tab, even if they are assigned the admin role.  The Default domain admin user can see this dashboard just fine.  Is there a policy that needs to be changed so LDAP users with the admin role can see the Admin tab in Horizon?  Openstack 2023.2.
