[kolla] Kayobe Train planning meeting

Hi, Just as the rest of the world is wrapping up the Train release, we find ourselves having just released Stein and starting on Train development. Given the timing of CentOS 8 which we intend to support in the kolla Train release, we have some time to do some feature development in kayobe.
