What would be the requirements and the scope of this framework from your point of view?
Currently, Ceilometer pushes values to a timeseries. We could see services doing this directly, without having Ceilometer in the middle doing the polling. I'm thinking about bandwidth and IO usage, which can potentially be quite resource intensive. For example, we could have neutron-metering-agent sending metrics to a timeseries directly, without going through the loop of rabbitmq. That's just an idea I'm throwing...
