[openstack-helm] Retire Senlin chart

Hi team, This is to suggest retiring the senlin chart. The project is retired now and there has been little interest in this chart recently. So I believe we can remove the chart painlessly. Opinions are welcome. -- Best regards, Kozhukalov Vladimir
