As a centos 7 user I have many experience using this distribution however centos 7 doesn't support the newest openstack releases ( after train ) and centos 8 will soon lose the support from Redhat since it's EOL is scheduled for 31/12/2021 and the centos stream distributions are upstreams for RHEL therefor is most likely unstable.

Use the one that you are most familiar/comfortable with and that is supported by OpenStack deployment projects. For example, with Kolla Ansible, at the moment, you can choose from CentOS Stream 8, Debian Bullseye and Ubuntu 20.04 (sorted alphabetically; all have equal support).
