[cinder] Cancelling this week's meeting (18 Oct)

Hello Argonauts, As you might be aware, we are going to have 2024.1 Caracal Cinder PTG next week from 24 October to 28 October, 2023. We will get a lot of time to meet and discuss topics there so let's cancel this week's cinder meeting (which was going to be held on 18 October).
