[cinder] FFE request for HPE XP: supporting HA in 2024.1

Hi, I would like to request FFE in the 2024.1 Caracal cycle for the following patch: https://review.opendev.org/c/openstack/cinder/+/892608 Reason for FFE: This patch is one of the important feature for HPE XP driver because it supports a `storage assisted' High Availability. We added the patch into the feature lists for both 2023.2 Bobcat cycle, but it's been merged yet. Additionally, some bugfix patches have a relation chain to this patch. These includes a bug which issued at a customer site on RHOSP. These patches couldn't be merged until merged this patch. Best regards, Atsushi Kawai
