as it restarts the openstack node it is already possible to create an instance without this error. What could be the reason, does anyone have an idea? Maybe someone will suggest something

Typically reason of such error is somewhere in Neutron as it didn't send to Nova notification about port being UP. You need to check in Neutron logs why port wasn't set to UP or why after it was set to be UP notification to Nova wasn't send. -- Slawek Kaplonski Principal Software Engineer Red Hat
