[nova] VMware 3rd party CI not running live migration tests

Live migration support was added to the vCenter driver in Stein, and it's going to show up in the prelude section of the Stein release notes, but I see that the vmware 3rd party CI is not running live migration tests [1] which is quite unfortunate. Is this a temporary issue? I remember when the feature change was merged the 3rd party CI was running live migration tests.
