[osc-placement] placement_api_version in clouds.yaml not recognized

Hello it seems during plugin creation placement_api_version is not recognized by the osc-placement plugin. I have looked at other plugins too but can't seem to understand where the clouds.yaml file is loaded or referenced to get the desired value.
