[stable][glance] Proposal to add Abhishek Kekane to glance-stable-maint

I'd like to propose adding Abhishek Kekane to the Glance stable maintenance team. He's been a glance core for a few years now, and we are currently understaffed in glance-stable-maint. Plus, he's the current Glance PTL. cheers, brian
