[tripleo][ci] ussuri promoted, mirrors not synced yet..

FYI.. Jobs running against ussuri or victoria-upgrade jobs may fail atm. The branch promoted and the mirrors are not yet synced up. Some details: http://paste.openstack.org/show/807451/
