Last time I spent some time looking into the tungstenfabric organization in github to find whether the integration between OpenStack and Tungsten Fabric is still maintained (mainly to determine whether we can drop support for that integration from puppet-neutron), I found that even the neutron plugin was quite unmaintained. The core problem I saw there was that they capped keystoneauth1 and openstacksdk to quite old versions[1] and I suspect that the plugin is not compatible with recent releases of OpenStack. I may advise you to contact Tungsten Fabric community too to see if anyone is really maintaining the plugin. Regarding the necessity, it would probably depends on your use case as well as requirements(functionality/performance/etc). No, Kolla-Ansible did never support Tungsten Fabric as part of a standard deployment.
