Many of the scenario manager methods used to be private apis. Since these methods

Are supposed to be used in tempest plugins they aren’t expected to be private.

Following commits are with respect to this idea except

https://review.opendev.org/c/openstack/tempest/+/774085

https://review.opendev.org/c/openstack/tempest/+/766472

https://review.opendev.org/c/openstack/tempest/+/773783

https://review.opendev.org/c/openstack/tempest/+/773019

Implementation of create_subnet() api varies with manila-tempest plugin

For the stable implementation of create_subnet() following parameters have been added:

1. Condition to check empty str_cidr

2. More attributes in case of ipv6

3. Usage of default_subnet_pool
