[horizon] exception for the allow-users-change-expired-password blueprint

Hello y'all, I would like to ask for an FEE for the allow-users-change-expired-password blueprint ( https://blueprints.launchpad.net/horizon/+spec/allow-users-change-expired-pa...). The feature is important for users, and the code is reviewed and ready to merge.
