the VM should be big enough, the snip from the logs doesn't suggest any reason why keystone didn't start. There is one job that runs devstack on debian every day - https://zuul.openstack.org/builds?job_name=devstack-platform-debian-bookworm&skip=0 You can try to compare your local.conf with the one used in the jobs.
