I believe what you're trying to do is an internal shared publicly reachable network (with public IPs). This can be done with OpenStack, with DHCP and all. The only annoyance with this kind of setup, is that it can't be mixed with a private network with floating IPs, because your VMs would end up with 2 default gateways.
