Yes it is possible. You have two choices, either to deploy ceph yourself and integrate it with openstack-ansible by providing a reference to the ceph monitors, or you can have openstack-ansible act as a thin wrapper around ceph-ansible to deploy ceph at the same time as openstack. Having said this - I would not recommend doing a converged deployment like this other than for test purposes. It's slightly unclear if you want an entire deployment with ceph in a single node, if that is the case then you can look at the all-in-one deployment here https://docs.openstack.org/openstack-ansible/latest/user/aio/quickstart.html, configured with the environment variable SCENARIO=aio_lxc_ceph.
