Actually foundation has Jitsii server also - see https://meetpad.opendev.org/ In Neutron team we were using it almost without problems during last PTG.
It's not really "the foundation" though, it's run by the OpenDev Collaboratory sysadmins and community.

This is unsubstantiated. We suspect people worldwide experience problems with getting WebRTC traffic through corporate firewalls, but on the whole people who live in mainland China have been conditioned to assume anything which doesn't work is being blocked by the government. We're working with some folks in China to attempt to prove or disprove it, but coordinating between timezones has slowed progress on that. We hope to have a better understanding of the local access problems for China, if any, soon. -- Jeremy Stanley
