[manila] No IRC meeting on Nov 7 and Nov 21 2019

Hello Zorillas and interested stackers, Due to a part of our community attending the Open Infrastructure Summit+PTG (Nov 4-8, 2019) and KubeCon+CloudNativeCon (Nov 18-21, 2019), I propose that we cancel the weekly IRC meetings on Nov 7th and Nov 21st.
