[rpm-packaging] Proposing Hervé Beraud as new core reviewer

Hi, I would like to propose Hervé Beraud as a new core reviewer for the rpm-packaging project. Hervé has been providing consistently good reviews over the last few months, and I think he would be a great addition to the core reviewer team. Existing cores, please vote on the thread!
