[kolla] Dropping support for building and deploying InfluxDB

Hello Koalas, Kolla project plans to drop support for InfluxDB, given that current version supported by the project is v1, which is in End of Life state. We haven’t seen any interest in introducing v2 support and given that the core team also has no interest in doing that - we’re dropping support.
