If you mean the ones which make up the Zuul project's standard library, you're looking for the https://opendev.org/zuul/zuul-jobs repository documented at https://zuul-ci.org/docs/zuul-jobs/ . Changes to content there can be proposed to the Gerrit service at review.opendev.org, and the Zuul community can be found in the #zuul channel on the Freenode IRC network or via the zuul-discuss@lists.zuul-ci.org mailing list.
