Eventually, right now in Freezer we're trying to extend the design a little bit, to allow freezer-scheduler to run "centrally" as one would expect, instead completely on user VMs, which was historically a show-stopper for many to use Freezer at the first place. Though, to manage expectations right away, project was not well maintained historically and we've continued working and getting it up to speed only during this cycle.
