It looks related to a nested transaction in percona but we are waiting for more information from the reporter.

https://bugs.launchpad.net/neutron/+bug/1910691 In "test_dvr_router_lifecycle_ha_with_snat_with_fips", the HA proxy PID file is not removed reported by ralonsoh. Hope someone interested in it can look into it.
