[nova][placement] nova-core team update

Hey folks, After some time, I asked our loved contributors named Alex Xu, Eric Fried and Lee Yarwood whether they wanted to be removed from our nova-core team as they don't have time for the moment to be around. As all of them said yes, I eventually deleted their emails from [1]. Hopefully, if they return to the community later, they could be welcomed back quickly on the team if they want. It has long been under-appreciated and forever un-official, and some of the developers are thinking we just need to archive the repository at this point. OpenStack 2023.2 Bobcat is officially released!

Hello OpenStack community, The official OpenStack 2023.2 Bobcat release announcement has been sent out: https://lists.openstack.org/pipermail/openstack-announce/2023-October/00207… Thanks to all who were a part of the 2023.2 Bobcat development cycle! This marks the official opening of the openstack/releases repository for 2024.1 Caracal releases, and freezes are now lifted. stable/2023.2 is now a fully normal stable branch, and the normal stable policy applies from now on. Hi all, As stated in the Ironic meeting today, I'm going to work under the assumption that availability for this vPTG is similar to last, as the core team has not significantly changed. This means I propose the following time for the Baremetal SIG operator hour: - Monday -- Baremetal SIG Operator Hour: 1300 UTC-1400 UTC And these time windows for Ironic vPTG discussions: - Tuesday, Wednesday, Thursday -- 1300-1700 UTC and/or 2300-2400 UTC To be clear: it's not my expectation we'll be needing 5 hours a day for 3 days; but I'm going to ensure all Ironic sessions are within these time windows. Once we nail down a full list of topics, I'll get a detailed schedule up on the etherpad. I intend on finalizing these times Wednesday. Please issue feedback by then.
