[nova][placement] Zed 1st spec review day on May 10th 2022

What is said above ^ Contributors, sharpen your pens and please be able to upload your spec in Gerrit for this day. Please try to look also at Gerrit during this day, and if you can do, please be around on #openstack-nova IRC channel [1] Reviewers, please try to be able to look at the specs for this day. In case you would prefer to discuss with the contributor, try to ping him or her by IRC.
