[User-committee] alternative contact details beyond IRC - Twitter

I think that there is a distinction here that could be made, and perhaps a mix of channels works :) On resources like the governance page [1] where official UC communication channels are placed, I think that we should continue to promote this mailing list and the #openstack-uc IRC channel as the official places where folks can have access to the UC members. However, if you want to use your Twitter handle to promote your availability to the community, I think that could be something that you personally promote as well.
