Hi Shintaro,

Seems like the "##upgrades" tag only appear once in the etherpad https://etherpad.openstack.org/p/BOS-forum-skip-level-upgrading
Do you mean the "##upgrades" tag also appears in other etherpad but is not captured?

The MVP program is "tag-oriented" rather than "etherpad-oriented". 

For example, using the above etherpad as example, you can find other "tag" collected in 
TAG-uservoice.md
TAG-newfeature.md
TAG-painpoint.md

Though I did found an error where the ##all-project was not capture because it does not appear as a single word and #actionitem appears to be "single #". 
I will see if I can work around it.
p/s: I will check in the code so that everyone can access as well.

Thank you for sharing this.
Just a quick look, but I found some tags not listed in the result.
For instance, there is only one tag collected in the TAG-upgrades.md but there are more tags in the etherpad.
What is the matching criteria for the hashtag?
