Hi Bala,

I do not have an environment to test my theory on but I believe the
openstack client is not setting appropriate version. Try running 'openstack
--debug server dump create vm2' and look for the request URI to see if the
version is set to 2.1 or higher. A quick glimpse at the code and the nova
client itself, I believe openstack client attempt to use API version '2.0'
as outlined in your error message is the problem. Hope this helps.
