[User-committee] [app] App Eco WG naming

During our meeting yesterday[1] we followed up on this topic from the
summit (name change) and agreed to change the name of our working
group.  Henceforth we will be using the name "App Dev Enablement".
I'll be making changes to the wiki and any other places as
appropriate.

If you've got any strong objections please speak up!
