What do you mean by "reference architecture" in this context? Do you have in mind something like the "Introduction to the fractals application architecture"?

That document illustrates to developers new to automatic infrastructure concepts like "Modularity and micro-services", Scalability, Automation, to design new, cloud-aware applications. It's aimed at developers and devops.
Or are you thinking of what sort of hardware/software configuration needs to be deployed *for* OpenStack to serve better specific workloads, aimed at deployers/operators of OpenStack clouds?
