[User-committee] OpenStack personas (basis for further work)

Hi all,

A colleague of mine, Bruce Reeler, recently took a first shot at
drafting some personas for OpenStack documentation inside Red Hat. With
his permission, I'm sharing them here for comment and development.

I think that we need to have a bigger range of these to address
different domains (scientific computing vs web application deployment,
for example), geos (constraints you might encounter in China, Vietnam,
etc), and activity types (for example, "developer" should cover DevOps,
application developer, developer of OpenStack add-ons or extensions, and
OpenStack core developer).

But I think these are a great start, and a good conversation starter.
