[Third-party-announce] X-IO Cinder CI Not Reliably Running

The X-IO CI has quite a number of failures just looking at the last 30 runs:
success count by job:
* dsvm-tempest-xio-fc: 12
* dsvm-tempest-xio-iscsi: 13
failure count by job:
* dsvm-tempest-xio-fc: 18
* dsvm-tempest-xio-iscsi: 17
Also the last run was from 6 days ago:
2015-06-06 13:06:53 (6 days, 5:10:06 old)
