The account is re-enabled and non-voting.

If in two weeks there are no further problems with the account and it
have a stable build history with your jobs, Gary, you can email this
thread again and ask a third party operator to review your account
status and post their findings to evaluate if you should get voting
permissions.
It always helps to hear from the program ptl as well.
