[Release-job-failures] Pre-release of openstack/horizon failed

This appears to have been a network issue that prevented the installation
of one of the requirements.

Fungi was able to reenqueue the job and it passed the second time through.
Everything looks good now,
but if anything unusual is noticed later, please let us know in the
#openstack-release channel.
