* Now the "cinder::quota" class supports parameters about backup
  quotas.

* The new "cinder::healthcheck" class has been added. This class
  manages parameters of healthcheck middlware in oslo.middleware.

* The "cinder::quota" class now supports the "per_volume_size_limit"
  parameter, which defines max size allowed per volume.

* Add support for configuring the S3 backup driver.
