Upgrade Notes

* Python 2.7 support has been dropped. The last release of openstack
  /python-manilaclient to support python 2.7 is OpenStack Train
  (python-manilaclient version 1.29.x). The minimum version of Python
  now supported by openstack/python-manilaclient is Python 3.6.
