Bug Fixes

* The passphrase for config option 'server_certs_key_passphrase', is
  used as a Fernet key in Octavia and thus must be 32 bytes long.
  TripleO will now auto-generate 32 bytes long passphrase for
  OctaviaServerCertsKeyPassphrase.
