Bug Fixes

* Force the PEM format for the generated ssh keys, because paramiko
  does not yet support the new one
  (https://github.com/paramiko/paramiko/issues/602).

* Fix a strange error where the internally generated test does not
  start because sahara_tests.scenario is not found when running inside
  a virtualenv.
