Will minutes be distributed for this meeting? I notice a number of open patches have been -1'd on the basis that they should have topic branches, apparently a decision taken in the meeting, but it's not clear what the justification was for applying this retrospectively. The etherpad [1] simply says:

    "When submitting a user story, use branching with a descriptive name"

From my POV this has always been *recommended* practice but not *required* and it seems strange to now apply it as required for this repo (I've never had anything -1'd for this in other projects) not only for new submissions but to apply it retrospectively.
