using devstack on a server with NIC which supports dpdk. However
currently we donot want to enable dpdk. <br>

The installation hangs on the following line after we run
./stack.sh

Please find attached the file local.conf
file. We added the following lines to install neutron which have
no mention of enabling dpdk. <br>

enable_service q-svc<br>
enable_service q-agt<br>
enable_service q-dhcp<br>
enable_service q-l3<br>
enable_service q-meta<br>
enable_service neutron<br>
