There's a related bug, <a href="https://bugs.launchpad.net/neutron/+bug/1192883">https://bugs.launchpad.net/neutron/+bug/1192883</a>, with a fix commited for h3. </div><div><br></div><div>And the answer for one person was "<span style="color:rgb(75,75,75);font-family:'Helvetica Neue',Arial,Helvetica,sans-serif;font-size:14px;line-height:1.4">when the netmask of the public subnet and gateway were mismatched. Make sure the IP subnetting is done right, otherwise the port will stay down whatever you do.</span></div>
