I've seen something similar:<br>
When you modify flavours (tested in the Dashboard) in Folsom, they where not using uuid's (just counting upwards) and that >seemed< to mess things up when you modified flavours.<br>
We have re-created the flavours in Grizzly and the new flavours with UUID's work fine.<br>
<br>
We just re-created all our machines with the new flavours and the issues went away.<br>
I'm sorry to say that I don't have any suggestions if you are not able to do this but at least you have some pointers to look at.<br>

As a example my "quota Summary" in Horizone shows that im using 28040MB out of 52000MB allocated RAM, but when i going to launch new instace with 4GB ram Error message displays as<br>
