[Openstack] Cinder - Could not start Cinder Volume service-Ocata

try to Populate the Block Storage database:

# su -s /bin/sh -c "cinder-manage db sync" cinder


just like describe in
https://docs.openstack.org/ocata/install-guide-rdo/cinder-controller-install.html#install-and-configure-components
