[Openstack] Expected VLAN (not received): Deploy OpenStack Via Fuel

Hi ,

Just create storage, management, private VLAN tags in the switch used
between jump host server and fuel nodes. By default configuration, Fuel
master expects 101,102,103 VLAN tag configuration
