[Openstack] Creating VM disk on local compute node storage for Ceph backed Mirantis Fuel/OpenStack deployment

Is it possible to create a VM and instruct OpenStack via the Horizon GUI
to use the local disk of the compute node to store it's disk image
instead of the Ceph backed storage for a Fuel/OpenStack v9.2 deployment
that is setup with a Ceph backend? Adding a secondary disk/block device
to the VM that is stored on the local compute node's hard disk is also
an option.

If not via the Horizon GUI, is this possible to do via the CLI and have
Fuel/OpenStack play nice with this modification?
